I think this hinges on whether op means authoritarianism in terms of American or Comparative politics. These are very different. The further usually means the authoritarian personality in american politics, while the later means authoritarian regimes (a class of nation-state).

Really any of the big name places will have some good people. Something to think about when you say "authoritarianism" is whether you will resent or be happy to do some in-depth study on particular authoritarian countries. For example, any scholar studying the Middle East, Russia, Cuba, Venezuela, etc. should know a lot about authoritarianism. But if you don't really want to be forced to specialize in one of those countries you would need to make sure there are scholars there who would be okay advising on wide-ranging comparative work. Some of the area folks will not be up for that.
