If you add it with your first submission, it can interfere with he blind reviewing process and can seem too much like name-dropping.

Aren't acknowledgements usually on the title page, which is not included in the anonymous version of the submission?

When I receive notice of my acceptance, I reply by saying thank you and that I would like to add an acknowledgements section.
