Where would you try to send a paper that combines a discussion from political theory with one from political psychology (i.e. not to a proper PT journal)? I've heard Journal of Theoretical Politics used to publish that kind of close to cross-disciplinary stuff, but now it seems mostly oriented at game theory. And yes, I know PS is an option, but I'd like to aim higher.
Theoretical but not PT journal

PS is a good option. Don't dismiss it so readily. There's also Perspectives on Politics, another good APSA journal (both are better/more interesting than APSR, in my opinion). There are also some niche journals on specific issues (heck, I just saw an advert for a Cambridge-published journal focused entirely on the 60s) out there that might work. Not sure of your topic, but a "thought" piece might fit in something like "Government & Opposition". Also, try some sociology journals.
