What is the shortest route to tenure? Publishing lots of quality articles and books in the first couple of years and then getting an outside offer? Will schools give tenure early if you secure an outside offer in years 3-5?

Yes, if you publish "lots of quality articles and books in the first couple of years", you are very likely to be tenured a year or two early. At least that has been the practice in my department.

A great circle route generally, though sometimes it is faster to follow the jet stream if it will give you a significant tailwind.

The few people who have managed tenure in 3 or 4 years have published big-hit articles and a book, then leveraged an outside offer into early tenure.

shortest route is getting a CC job. no publication requirements and if you don't get fired by the end of year three it's yours. But somehow I get the feeling that this isn't the answer you were looking for.
