If one responds to an invitation to revise and resubmit a manuscript by telling the editors that she will resubmit a revised version in 60 days and it turns out it is actually going to taken 60+ days, is it necessary to send the editor another email informing them of the situation? Or, do they simply not care?

Did the journal tell you "60 days or else," toots?
Some journals say this.
If it was you who said it, don't worry your pretty little head about it.
Finish the damn paper and send it to them!

If they set that deadline, email them. If you set it, you shouldn't have; but you've now created an expectation and if you're going to violate it you should tell them.

Email them for sure. If you don't and they have specified a 60 day limit they'll treat it as a new submission and a whole new set of reviewers will find a bunch of new hoops for you to jump through.

Say that the APSA cancellation screwed with your timetable and you send it to them "in due course..."
